Prevention is the goal but where decay occurs early intervention is preferable to waiting until the child is in pain.
Where decay occurs in baby teeth we normally recommend fillings in order to maintain the space for the permanent teeth. Early loss of baby teeth can cause crowding of the adult teeth and may require orthodontic treatment which otherwise could be avoided.
